Local Literacy Plan - Read Well By 3rd Grade

Twin Cities International Schools is committed to ensuring that every child is reading at or above grade level by the end of third grade through comprehensive and scientifically based reading instruction, assessment, and interventions.  Reading proficiency develops over time, and students of all abilities need sustained, intentional and differentiated reading instruction throughout their schooling in order to be college and career ready.

Districts are required to develop a Local Literacy Plan to ensure that all students are reading well by no later than the end of third grade. The local literacy plan addresses the third grade reading proficiency objective of districts’ World’s Best Workforce plans (Minn. Stat. § 120B.11) and meets the requirements of “Reading Well by Third Grade” (Minn. Stat. § 120B.12).
